Fund Pennsylvania's Future

The State System’s advocacy campaign—Fund Pennsylvania’s Future—calls for state investment to provide PASSHE with an inflationary funding increase to keep tuition affordable for students and a targeted investment to educate students for careers in high-growth jobs and occupations strengthening Pennsylvania’s workforce and economy.

In collaboration with university leadership, students, faculty, staff, trustees and supporters of PASSHE, the State System seeks to achieve the fiscal year 2023-24 funding request by promoting the power and promise of PASSHE – its impact and value – and highlighting how PASSHE can positively contribute more graduates and close Pennsylvania’s talent gap.

OUR GOAL

Position PASSHE as the high-quality, affordable option to meet the state’s growing talent demand in order to secure impactful state investment supporting education and general operating expenses, including keeping tuition affordable; to remove financial barriers for students; and to support student success and increase credentialing growth in six high-growth program areas: education, business, nursing, computer science, social services, and engineering.

2023-24 APPROPRIATIONS REQUEST

The State System is requesting a state funding package to support student affordability and help tackle the labor shortage in high-growth jobs and industries:

  • $573.5 million, an inflationary increase of $21 million (3.8%), in addition to the new funding below, would enable the Board of Governors to consider freezing the basic in-state undergraduate tuition rate for an unprecedented fifth consecutive year.
  • $112 million in new funding would strategically strengthen the workforce by enrolling and graduating students prepared for careers with significant labor shortages. $99 million would be used for targeted student support, i.e., financial aid, and $13 million to supplement high-cost, high-growth programs.

How to Take Action

Now through June 30, 2023, PASSHE students, alumni, and faculty can share their stories and testimonials and act as champions on behalf of PASSHE and its universities. Other advocates can amplify these stories along with impactful data to support the State System’s 2023-24 request.

The FY 2023-24 request strategically targets investment in high-growth jobs and industries. Students, alumni, and faculty can demonstrate what additional investment would mean to students and PASSHE universities, along with the impact it would have on the commonwealth.
