- Participating faculty members are expected to perform the duties and responsibilities
of their faculty position commensurate with the approved FTE of their arrangement.
- The participating faculty member’s base salary (including any applicable lump sums paid to faculty at the top of the scale), and any benefits that are based upon salary, including life insurance and retirement plan contributions, will be prorated based upon the salary applicable to the reduced phased retirement workload.
Benefits Information
- Faculty members participating in the phased retirement program will continue to be
considered full-time for purposes of healthcare eligibility, and, if enrolled, will
pay the employee healthcare premiums applicable to full-time faculty members.
- Faculty members enrolled in the Alternative Retirement Program (ARP) who are participating
in the phased retirement program will be allowed to withdraw a portion of their ARP
account prior to retirement. Two withdrawals per calendar year may be requested. A
minimum amount of $25,000 must remain in the ARP account while the faculty member
is participating in the Program.
- The eligibility rules for the Pennsylvania Faculty Health and Welfare Fund (“Fund”)
have been adjusted to allow faculty participating in the phased retirement program
to continue to receive Fund benefits (i.e. dental and vision benefits) at the full-time
level.
- Participating faculty members will continue to be considered full-time for purposes
of tuition waiver benefits.
- Participating faculty members shall accrue sick leave on a prorated basis according
to the percentage of their reduced standard workload for the duration of their phased
retirement arrangement.
- Participating faculty members shall be charged for sick leave usage as a part time
faculty member in accordance with the following: A part-time faculty member shall
be charged one-half (1/2) day of sick leave for absences on days where he/she is scheduled
to teach one (1) class, and a full day of sick leave when two (2) or more classes
are scheduled to be taught.
- Participating faculty members shall accrue personal leave on a prorated basis according to the percentage of their reduced standard workload for the duration of their phased retirement arrangement.
Position Information
- Participating faculty members are generally ineligible for additional workload assignments
during the academic year, beyond the workload provided in the approved arrangement,
except as authorized by the University President (or his/her designee) and agreed
to by the faculty member.
- Department chairs who elect to participate in the program must relinquish their chair
role prior to commencing the phased retirement arrangement, except as authorized by
the University President (or his/her designee) and agreed to by the faculty member.
- Program participants are ineligible for sabbaticals during the phased retirement arrangement,
after the phased retirement arrangement, and for the calendar year immediately preceding
the phased time arrangement.
- If a participating faculty member’s regular fifth year evaluation cycle falls within
the requested time period of the phased retirement arrangement, the Dean, or other
appropriate manager, will notify the affected faculty member and the department chairperson
that the faculty member is excused from the regular fifth year review.
- Participating faculty members will continue to be considered regular full time for
any purposes of a “Majority” vote or “Majority Secret Ballot Vote” of the regular
full-time faculty referenced within the collective bargaining agreement.
- Participating faculty members will continue to be considered regular full-time for purposes of seniority and Article 29, Retrenchment, of the Collective Bargaining Agreement.
