The Office of Legal Counsel consists of the Office of Chief Counsel (OCC) and the
Office of University Legal Counsel (ULC), which are both located at the Office of
the Chancellor in Harrisburg, Pennsylvania. The Office of Legal Counsel provides
representation to the Board of Governors, the Office of the Chancellor and the 10
public universities that comprise the State System.
The office is currently comprised of the Chief Counsel, 10 University Legal Counsels, a special investigator, an office administrator, a legal fellow and two clerical staff. Most attorneys are assigned universities as primary clients. Unlike other paradigms of representation within the Commonwealth, the attorneys at the State System are general practitioners who represent all facets of university operations, as opposed to a narrow area of expertise. However, the attorneys have all developed areas of specialization, such as labor relations and grievance arbitration; student affairs; employment discrimination; free speech issues; real estate; construction and procurement; litigation; Clery and Title IX compliance; and technology.
