The State System enrolls more than 85,000 degree-seeking students—with more than 1,000 international students from over 112 countries. Collectively, the State System universities offer more than 2,300 degree and certificate programs in more than 530 academic areas.
Our System continuously seeks qualified representatives throughout the world to assist international students interested in studying at one of our many campuses. Agents can choose to represent one or more of our universities.
The PASSHE process
The PASSHE ‘Invitation to Qualify’ (ITQ) team vets and approves agencies on behalf of all PASSHE universities. Once approved, individual universities can benefit from and partner with agency partners to offer face-to-face assistance and counseling to prospective students and their families. Approved agency partners can expect to receive training on admission procedures for the universities with which they partner, which will include a deep understanding of course offerings, on-campus student support services, and other university-specific policies. Representatives will receive thorough training on each university's individual mission and values.
PASSHE deeply respects and values the services agencies provide to prospective international students. In exchange for providing these specialized services, each PASSHE university with which an agency contracts will pay a designated commission rate established at the time of approval. Commission eligible international students residing outside of the United States, attend PASSHE universitiy on an F-1 visa, and enroll in either an intensive English or degree-seeking program. All applicants should note that commission payments have absolutely no impact or bearing on their eligibility for admission.

Applying to become an agent
- Please respond in Ariba to our PASSHE Invitation to Qualify process. All required documentation can be found at the bottom of the Ariba listing here.
- Should your organization pass initial screening, official notification will be released in Ariba and later contracts will be sent via DocuSign.
- All training offered will be conducted with each PASSHE universitiy an agency represents.

Timeline
